Abstract: On the path to achieving carbon neutrality, the European Union (EU) has recently adopted a Carbon Border Adjustment Mechanism (CBAM) to address carbon leakage from international trade. I will review the challenges in the design of the EU’s CBAM and discuss its impact on competitiveness, trade, carbon pricing and carbon emissions.
